Celestine Procter

Celestine Procter is a highly skilled specialist in strategic programme design and implementation, particularly in post-conflict and fragile states with 17 years experience. Celestine is an effective analyst of post-conflict settings and has a particular interest in effecting strong dialogue between stakeholders for the design and planning of policy and programmes. She has worked in a variety of sectors including education, civil society engagement, vocational training, basic service provision, emergency humanitarian response, returns, IDPs/refugees and DDR. Recently, Celestine has led the development financial and compliance models for small businesses working in MENA and Central Asia. She has provided senior strategic advisory services on programme design, implementation, monitoring and learning for programming across multiple sectors, particularly focused on security sector, justice and violent extremism. Celestine has led the design and specification of knowledge management systems that support programme delivery and which later proved critical in bringing together a number of tools into a single secure platform. Celestine has excellent coordination and relationship-building skills, with the ability to engage effectively with a diverse range of actors in an international context.
